Specifically z10's : Raid Design -- incentives versus community

Most explicitly, the 4 z10 non Caracalla raids are infamous for 1) having an OS lower than FS and 2) offering one of the most powerful non-pc troops to taggers (even if it's at a horrible rate, apocryphally 13 troops in 300 tags, which further exacerbates the problem).

The question is simply: is there some aspect of social experimentation to raid design. Why are these in particular, but generally overall, raids designed to so as to incentivize "selfishness" creating a Tragedy of the Commons situation.

Is the logic to create excitement by having to battle against those who would endanger the success of these raids (which for most require a heavy investment of stamina) by underhitting/tagging? That certain "heroes" would step forth and bear the greater burden for everyone else, but at the cost to his/her own power (relative to others who don't White Knight raids).

In short: what is the thinking behind offering such goodies (troops;greater sp/stam) to those that would try to FREE-RIDE off of other's resources and effort? Seems counter-intuitive if at the same time "community" is also a goal. Thanks in advance for the answer.

The intent of these raids (and any raid really) is that you can share it with people and they can contribute, you can contribute and everybody gets something. We want players to be rewarded appropriately for their contributions.

We can take another look at the loot tiers to ensure they are meeting the design intent I listed above.
